Yes, a good old food grade 5 gallon bucket works best. If you have city water I am almost 100% it would have chlorine in it so using an RV filter or having the bucket sit outside in the sun for 48 hours will solve that.
I use a watering can and it works well to pour the water in the hole. We're on city water and I haven't needed to get rid of chlorine. I do have to adjust the PH, though. Water can be different from city to city, so you might want to have your water tested. Or just try it. Your plants will tell you if there's chlorine in the water.

I brought my hose from the outside faucet through the door just long enough to fill my Tower. I also bought a pool water test kit for about $7 and I can use that to test for chlorine.
